What is changing within
.TW?
Under a new policy, .TW domain names are
now available for registration worldwide.
(Previously, only registrants located in
Taiwan were able to register a .TW name.)
TWNIC is also moving to an real-time registration
system.

Can Registrars market
.TW names to registrants located in Taiwan?
Yes. Registrars and resellers of .TW domain
names are able to offer .TW domain names
to registrants worldwide.

Is there a Nexus requirement
for Registrants?
No. Under recently announced .TW policy,
registrars may accept .TW registrations
from registrants worldwide.

Can an individual register
a .TW name?
Although .TW policy is permissive in terms
of registration, and enforcement is generally
in reaction to a complaint (as opposed to
proactive review), registrations that are
not associated with an organization or business
may be subject to deletion. This does not
in any way prevent an individual from registering
a .TW domain name for a business operating
as a sole proprietorship.

You say there are "no
policy restrictions" on third-level .TW
names. What does that mean, exactly?
After launch, any business or organization,
worldwide, can register a .COM .TW or .ORG.TW
name under a new liberalized policy that
no longer restricts .TW registrations to
Taiwanese entities.

Does a company or organization
need a subsidiary in Taiwan in order to
acquire a .TW name?
No.
|

| 7). |
Are second-level registrations
(.TW) being offered in addition to third-level
registrations?
Not at the present time, although TWNIC
and NeuLevel intend to accept second-level
.TW registrations under a new policy in
the near future. Additional details will
be provided as they become available.

B) 2LD .TW Pre-Registration
|
|
|
| 1). |
What is 2LD .TW domain?
Second Level .TW domain name (2LD) refers
to the new domain name category (e.g. yourdomain.tw)
which is shorter as compared to 3rd Level
category (e.g. yourdomain.com.tw).

What is 2LD .TW Pre-Registration?
2nd Level .TW Pre-Registration will be starting
on August 29, 2005 until September 21, 2005
at 1700 (GMT +0800). This is when .TW Registry
accepts applications from three groups of
registrants with priority right are listed
below:

Agency: The governmental agencies (or
organizations) in the Registration
Requirement List. |

Educational
Institute: schools which registered
by R.O.C. law and in the Registration
Requirement List. |

Existing Registrants under
".tw" English Third Level
Domain Name: existing registrants of
7 types English Third Level Domain Name,
including com.tw/org.tw/net.tw/idv.tw/game.tw/club.tw/
ebiz.tw. before (and including) the
cut-off date on July 31st, 2005 at noon.

During this period, partners of WebNIC.cc
are able to submit for 2LD .TW by send an
email to 2LDTW@webnic.cc. Please note that
this is not real-time registration or 1st
come 1st serve basic. All the registration
will be processed in one batch after the Pre-Registration
period ends.

When will Pre-Registration starts?
Pre-Registration will start on August 29,
2005 until September 21, 2005 at 1700 (GMT+0800).

Who can register 2LD .TW domain
during Pre-Registration Period?
.TW Registry accepts applications from three
groups of registrants with priority rights
as listed below:

How to submit 2LD .TW registration application
during Pre-Registration period?
If partner want to submit the 2LD .TW Pre-registration
application, please send us an email to 2ldtw@webnic.cc.
In the email, please include the following
information:
- 3rd Level Domain; and
- Authorization Code of the 3rd Level Domain;
and
- Your partner ID.
PLEASE NOTE that if a 3rd Level Domain
is registered through a DOMESTIC registrar,
the 2LD .TW application can only be done
through a DOMESTIC registrar.

What is the maximum length to register
2LD .TW domain name?
Minimum of 3 / maximum of 63 characters allowed.

What is the annual fee for registering
a 2LD .TW domain name?
The cost price of 2nd Level .TW to partners
is USD24.

| 8). |
What is the registration term during
Pre-Registration period?
One (1) year.
|
|
|

How about the payment during
Pre-Registration period?
Payment will deduct from your account on the
next day of domain name submission. We will
submit the name and notify you via email on
whether you have successfully register the
name(s) under your partner account. If domain
name registration is not successful, we will
refund the payment into your account within
10 days after 1st October 2005.

Am I guaranteed to get the 2LD .TW domain
name during Pre-Registration period?
No. Registry will determine who shall be the
owner of the domain name at end of Pre-Registration
Period.

How would I know if I have
successfully registered the 2LD .TW names?
The result of Pre-Registration application
will be notified to you via emails on 1st
October 2005.

| 12). |
How will
TWNIC manage if there is more than one customer
applying for the same domain name during the
Pre-Registration Period?
Existing Registrants under ".tw"
English Third Level Domain Name: If multiple
applications for the same Domain Name have
been filed, the grant of the Domain Name shall
be subject to the registration time of the
English Third Level Domain Name (the time
shall be counted to date/hour/minute/second).
If the English Third Level Domain Name has
been changed (ex. abc.com.tw to xyz.com.tw),
the registration time shall be the time as
the change completed. If the English Third
Level Domain Names are registered at the same
time, the grant of the Domain Name shall be
decided by drawing lots.
If multiple applications for the same Domain
Name have been filed by Governmental Agencies,
Educational Institutes and/or Existing Registrants
of ".tw" English Third Level Domain
Names, the applicants shall coordinate with
each other for the registration priority.
If the applicants do not produce any concluded
documents for such coordination before the
appointed date, TWNIC shall grant the registration
priority by drawing lots.

Are there any reserved 2LD
.TW domain names?
Yes, there are six types of reserved words
in TW English Second Level Domain Name Registration
Service are not available for registration.
If there are any needs for registration, approval
by the Domain Name Committee of TWNIC shall
be required.
(1) 78
reserved words for governmental use.
(2) 120
reserved words for specific numbers based
on for public interest.
(3) 17
reserved words which have been approved by
ICANN as Top Level Domain Names for registration
at present.
(4)
187 reserved words which have been applied
with ICANN as Top Level Domain Names.

reserved words for the countries name in the
world and their 3-character abbreviations.

How is the deletion process
for 2LD .TW domain name?
Once partner submitted the 2LD .TW pre-registration
application, it cannot be cancelled.

If there any refund for deletion
of 2LD .TW domain name?
No, there will no refund for deletion of 2LD
.TW domain name.

|

How to manage 2LD .TW domain
name?
Upon successfully registered, you will not
be able to manage the 2LD .TW domain as it
will put under 90 days lock where no changes
can be done to the domain.

Is there any other rules
apply for 2LD .TW during Pre-registration
period?
- .TW domain names can only contain letters,
numbers or hyphens.
- .TW domain names cannot begin or end with
a hyphen; and cannot show up in the third
and fourth places at the same time.

renewals?
Registrars can renew domain names through
the "Renewal" feature. There is no auto-renewal
operation in .TW.

What are the rules for
Registrar transfers?
Registrar transfers in .TW will only be
allowed for non-Taiwan-based Registrars
connecting through NeuLevel's gateway. Domain
names registered through Taiwan-based registrars
cannot be transferred into non-Taiwan based
registrars, and vice versa. Also, domain
names cannot be transferred within the first
60 days of initial registration.

deletions?
WebNIC.cc gives 3 days grace period for
partner to delete the domain name with full
refund. The deletion feature can be found

What is the registration
term?
Initially, .TW domain names available to
Registrars for term lengths between one
(1) and five (5) years.

What happens when a
domain name expires?
When a domain name expires, it is immediately
placed on HOLD and taken out of the zone
files. Therefore please renew your domain
name before expiry date to avoid disruption
to your website.

What are the rules governing
intellectual property (IP) disputes in the
.TW domain?
TWNIC has posted a policy regarding IP disputes
on its website. The policy is very similar
to the Uniform Dispute Resolution Policy
